  • Ministry: Election Commission Secretariat
  • Ideas/Suggestions: I think the forums of political parties before election should be forbidden. Each political part must be registered and must take part in the national elections. Each party must win at least one sit in the national assembly, failing to do so will lose their registration. Forming of political platform will be allowed after the election. This will give the voter more choices and political parties will have more competition.

  • Ministry: Ministry of Finance
  • Ideas/Suggestions: Ministry of Finance should have system of differential tax structure of corporate tax. They should give instruction to encourage corporates to invest in educational institutes, research organizations to do scientific, social, or industry oriented research or even providing scholarships to teachers and students or even making trusts for research work. Every corporate must invest a minimum amount (say 5 to 10%) of their pre-tax profit in their preferred area of research. MoF can prepare a guideline for that in colsultation with other relevant ministries (e.g. Ministry of Education, Ministry of Health, Ministry of ICT etc.). These corporates can get tax rebate on their invested amount. This can help in the long term resource development, industry-research institue/university linkage and reducing brain drain.

  • Ideas/Suggestions: Hi, Bangladesh should without any delay launch comprehensive plan for Nuclear Power generations and Coal fired plants. The governments needs to come up with a milestone as soon as possible. Here is a milestone suggession that we can look at... 1. Contract our the building of nuclear power plants by June, 2008. 2. Contract atleast two nuclear power plants one by Russia or Canada and one by South Korea. 3. Start excavating COAL from phulbari by June, 2008 and plan for coal fired power plants to be commissioned by june 2010. 3. Request for RFP for offshore gas exploration by Feb, 2008 and sign contracts by july, 2008 with plan to finish the drilling and sysmic survery with in 2 years or signing the contract. 4. Strengthen the BAPEX and Petrobangla and give more required fund of atleast 300 crore to buy their own drilling equipment and sysmic survey tools. 5. Institute a new pay structure for Petrobangla to augment their expertise and more professionalism. 6. Put more traning in the Petrobangla structure. 7. Institute Nuclear power generation curriculam in atleast two universities in Bangladesh notable North south University and AIUB. I am sure there is other areas that we can improve but if we can have a broad picture of what we want to achieve and in exact time..that will give us hope and help people's aspirations. Thanks

  • Ideas/Suggestions: Why not Bangladeshi policymakers are not emphasizing as much in local government sector. local government can handle education, health and even law and enforcement agencies. central government ideas involved lots of corruption and loss of resources. if we establish a strong local government in upazila and union level, i hope we could overcome our limited resource.
