The budget that the Finance Ministry proposes is well appreciated. But please ensure that the budget that you are allocating for different sectors are well utilized. There should be a mechanism to evaluate the utilization of the allocated budget, which will be re-evaluated before the next years budget.

Ministry of Finance should have system of differential tax structure of corporate tax. They should give instruction to encourage corporates to invest in educational institutes, research organizations to do scientific, social, or industry oriented research or even providing scholarships to teachers and students or even making trusts for research work. Every corporate must invest a minimum amount (say 5 to 10%) of their pre-tax profit in their preferred area of research. MoF can prepare a guideline for that in colsultation with other relevant ministries (e.g. Ministry of Education, Ministry of Health, Ministry of ICT etc.). These corporates can get tax rebate on their invested amount. This can help in the long term resource development, industry-research institue/university linkage and reducing brain drain.

One of the main problem that BD is facing right now is corruption, cause of that the money does not reach where it suppose to, it gets eaten on its route to where it suppose to where it needed the most. To face it, the government should set up board of trustees who is elected from qualified university professor by professor every year to oversee that every Taka is spent by government is actually reach where it suppose to reach.

Bangladesh Govt. should give a greater focus on Brain Drain. After 1971, BD govt. has spend lots of money for students to study in Public Universities. And only top students got chances in those Universities. But do we have any statistics how many students (public universities) left Bangladesh since 1971? Possibly those scholars become a part of remittance only, but Bangladesh has lost and still loosing talents. Its not possible to change BD in one night, but successfully stopping brain drain will change BD (for sure).
